Overview
Central Engineering Services (Pvt) Ltd (CESL), a state-owned enterprise under the Ministry of Irrigation, is hiring for 18 designations on a contract basis. The notice does not give the number of vacancies per post. Applications close on 28 October 2026.
Posts and qualifications
1. Senior Legal Officer cum Company Secretary (HM 1-2)
- Bachelor of Laws recognised by the University Grants Commission (UGC)
- Attorney-at-Law with at least 10 years of post-qualifying experience in the field
2. Engineer (MM 1-1): Civil, Mechanical or Electrical
- BSc degree in Engineering (Civil, Mechanical or Electrical) recognised by the UGC
- Associate Member of the Institution of Engineers Sri Lanka (IESL)
- At least 1 year of experience after the first degree
3. Legal Officer (MM 1-1)
- Bachelor of Laws recognised by the UGC
- Attorney-at-Law with at least 1 year of post-qualifying experience
4. Accountant (MM 1-1), either one
- BSc in Accountancy, Finance, Management, Administration or B.Com recognised by the UGC, plus 1 year of experience after the first degree
- Intermediate Examination of CA Sri Lanka, or of a Commonwealth institute recognised by CA Sri Lanka, CIMA UK or ACCA, plus 1 year of experience
5. Surveyor (MM 1-1)
- BSc in Surveying Sciences recognised by the UGC
- At least 1 year of experience after the first degree
6. Quantity Surveyor (MM 1-1), either one
- BSc in Quantity Surveying recognised by the UGC and by the Institute of Quantity Surveying Sri Lanka (IQSSL) for Associate Member admission, plus 1 year of experience after the first degree
- Intermediate Examination of IQSSL, plus at least 1 year of post-qualifying experience
7. Account Officer / Internal Audit Officer (JM 1-1), either one
- Bachelor’s degree in Accountancy, Financial Management, Business Management or Commerce from a UGC-recognised university, plus the Intermediate Examination of CA Sri Lanka
- Intermediate Examination of CIMA UK or of ACCA UK
8. QHSE Officer (JM 1-1)
- Bachelor’s degree recognised by the UGC
- Six-month Construction Safety and Occupational Health (CSOH) diploma course conducted by CIDA
9. Analyst Programmer (JM 1-1)
- Bachelor’s degree in Information Technology, Computer Science or Software Engineering recognised by the UGC
- Associate Membership of the Computer Society of Sri Lanka
10. Engineering Assistant (MA 2-3): Civil, Mechanical or Electrical, any one
- National Diploma in Technology (NDT) in the relevant field
- National Diploma in Engineering Science (NDES)
- Diploma in Technology (Dip. Tech) in the relevant field
- NVQ Level 6 certificate in the relevant field
The diploma or certificate must come from an institute accepted by the Tertiary and Vocational Education Commission (TVEC).
11. Quantity Surveyor Assistant (MA 2-3), any one
- IQSSL levels 1, 2 and 3 passed, and qualified as a Technical Member of IQSSL
- IQSSL levels 1 and 2 passed, plus an NVQ Level 6 certificate in the relevant field
- NVQ Level 6 certificate in the relevant field
12. Account Assistant / Internal Audit Assistant (MA 2-1), any one
- Foundation Level, Licentiate or Certificate in Accountancy and Business (CAB 1) of CA Sri Lanka
- Certificate Level of CIMA UK
- Final Level of the Institute of Book Keepers (London)
- Stage III of the Association of Accounting Technicians (AAT) Sri Lanka
- Foundation Level of ACCA UK
- National Diploma in Accountancy or Management from a TVEC-accepted institute
13. Technical Assistant (MA 2-1): Civil or QS
- NVQ Level 5 certificate in Engineering (Civil or Quantity Surveying) from a TVEC-accepted institute
14. Draughtsman (MA 2-1)
- NVQ Level 4 certificate in the relevant field from a TVEC-accepted institute
15. Secretarial Assistant (MA 1-1)
- G.C.E. (O/L): six subjects at one sitting, with credit passes in four including Sinhala or Tamil and Mathematics, and a credit pass in English in no more than two sittings
- G.C.E. (A/L): three subjects (General Paper excluded) in no more than two sittings
- Computer literacy in internet and email, basic information technology and the MS Office package
16. Driver (PL 3)
- G.C.E. (O/L): six subjects with at least two credit passes, in no more than two sittings
- Heavy vehicle driving licence from the Commissioner General of Motor Traffic, with at least 3 years of driving experience after getting the licence
17. Electrician / Foreman (PL 3)
- Certificate course at NVQ Level 4 in the relevant field from a TVEC-accepted institution
18. Charge Hand (PL 2)
- Certificate course at NVQ Level 3 in the relevant field from a TVEC-accepted institution
Age
Between 18 and 45 years.
Salary and benefits
- You are placed on a salary point that matches your qualifications and experience, under Management Services Circular 01/2025
- CESL contributes 12% to the Employees’ Provident Fund and 3% to the Employees’ Trust Fund
Selection
An interview panel selects candidates in order of merit.
